Revealed: Top Dollars For Contracted Police Officers

Premier and Minister for Finance, Hon. Dr. D. Orlando Smith has disclosed the contractual terms offered to 10 serving members of the Royal Virgin Islands Police (RVIPF), some of whom have had their initial contracts renewed.

Premier Smith made the disclosure in response to questions from Third District Representative, Hon. Julian Fraser in the House of Assembly on Monday, September 3.

Premier Smith stated that because of security reasons, four of the officers were not named and he also could not divulge where the officers were contracted from.

At the head of the list is Acting Commissioner of Police, David Morris, a former Assistant Chief Constable in the South Wales Police Force in the United Kingdom (UK), who was contracted for three years starting from June 1, 2010.

He initially held the post of Deputy Commissioner and was appointed Acting Commissioner by Governor Boyd McCleary commencing April 1, 2012 when Police Chief, Reynell Frazer proceeded on per-retirement leave.

According to Premier Smith, under the contractual terms, Morris receives a base salary of $90,084.00 per annum at salary grade 18. He also receives allowances totaling $54,580.00 per annum that include telephone at $1,296.00 per annum, entertainment $5,184.00 per annum, national security $7,500.00 per annum, inducement $37,000.00 per annum and travel $3,600.00 per annum.

Morris' gratuity is 20% of salary upon completion of contract, according to Premier Smith.

Another top ranking officer, Nigel Niven, who is a Detective Inspector attached to the Major Crime Unit was offered a new two-year contract commencing October 31, 2010.

According to the Premier, Niven's base salary is $55,892.00 per annum, which puts him at a salary grade 11, step 20. His gratuity is 5% of salary upon completion of contract.

Niven's allowances total $36,646.00 per annum and include national security $5,400.00 per annum, detective $2,400.00 per annum, plain clothes $1,800.00 per annum, inducement $22,246.00 per annum, telephone $1,200.00 per annum and travel $3,600.00 per annum.

Niven completed his first two-year contractual term on October 12, 2010. He was part of an initial batch of UK officers who were hired under an initiative announced by then Premier, Hon. Ralph T. O'Neal and former Governor, David Pearey to bolster Police operations in response to rising crime.

In April 2008, Hon. O'Neal and the then Governor held a joint press conference to announce a decision to recruit seven retired UK officers.

Meanwhile, Premier Smith also disclosed that Colin Ratcliffe, a Detective Sergeant attached to the RVIPF's Scenes of Crime Unit was contracted to provide two years resident service commencing February 16, 2012.

Ratcliffe'a base salary is $50,086.00 per annum at salary grade 10, step 20 with gratuity of 5% of salary upon completion of contract. Total allowances are $13,800.00 per annum and include national security $4,800.00 per annum, technician $2,400.00 per annum, plain clothes $1,800.00 per annum and overtime $4,800.00 per annum.

Premier Smith disclosed that Ratcliffe submitted his resignation to take effect from October 9, 2012 and he is required to repay the Government $1,256.09 for airfare to the BVI.

According to Premier Smith, Carl Mason, who holds the post of Sergeant with responsibility for organizational review and development was contracted for two years to provide resident service commencing July 18, 2012 with a base salary of $50,086.00 per annum at salary grade 10, step 20. His gratuity is 5% of salary upon completion of contract.

Mason, who had previously completed a two-year contract, receives total allowances of $19,856.00 per annum, which include national security $4,800.00 per annum and inducement $15,056.00 per annum.

The Premier also named Adrian Dale, who holds the post of Detective Sergeant undertaking financial investigations.

Dale was contracted to provide two years of resident service commencing November 8, 2010 with a base salary of $50,086.00 per annum at salary grade 10, step 20. His allowances total $24,056.00 per annum and include national security $4,800.00 per annum, detective $2,400.00 per annum, plain clothes 1,800.00 per annum and inducement $15,056.00 per annum.

Under the contract, he is expected to receive gratuity at 5% of salary upon completion of contract.

Dale completed a previous two-year contractual term on November 8, 2010.

The Premier also disclosed that Katherine Ann Adams is not contracted to the RVIPF, but is on paid secondment for four months commencing August 1, 2012 and terminating on November 30, 2012.

Unnamed Contracted Officers

The names of four officers were not disclosed by the Premier; however, he did state their contractual agreements.

Not named is a Detective Inspector (proactive investigations), who was contracted to provide two years of resident service commencing October 31, 2010. The Detective Inspector completed a previous two-year contractual term on October 12, 2010.

Under the current contract, the Detective Inspector's base salary is $52,892.00 per annum at salary grade 11, step 18 with allowances tallying $36,646.00 per annum and gratuity of 5% of salary upon completion of contract.

The allowances include national security $5,400.00 per annum, detective $2,400.00 per annum, plain clothes $1,800.00 per annum, inducement $22,246.00 per annum, telephone 1,200.00 per annum and travel $3,600.00 per annum.

Another undisclosed officer is a Detective Sergeant (proactive investigations), who is on a three-year resident service which commenced April 16, 2012 with a base salary of $50,086.00 per annum at salary grade 10, step 20.

Total allowances are $24,056.00 per annum and include national security $4,800.00 per annum, detective $2,400.00 per annum, plain clothes $1,800.00 per annum and inducement $15,056.00 per annum. Gratuity for this officer is 5% of salary upon completion of contract.

The name of another Detective Constable (proactive investigations) was not disclosed. That officer has been contracted for one year resident service commencing January 16, 2012 with a base salary $42,091.00 per annum at salary grade 8, step 20.

According to the Premier, gratuity is 5% of salary upon completion of contract with total allowances of $13,200.00 per annum, including national security $4,200.00 per annum, detective $2,400.00 per annum, plain clothes $1,800.00 per annum and overtime $4,800.00.

Another Detective Constable (proactive investigations) is on a one year resident service commencing January 16, 2012. According to the Premier, that officer's base salary is $42,091.00 per annum at salary grade 8, step 20 with allowances totallying $13,200.00 per annum.

The allowances include national security $4,200.00 per annum, detective $2,400.00 per annum, plain clothes $1,800.00 per annum and overtime $4,800.00. Gratuity is 5% of salary upon completion of contract.

You have to admit there has been an increase in criminals being caught , that alone justifies the expense. If there is good talent in the RVIPF then they should learn from these guys and still be here when the others return to the UK.
