National Health Insurance System Closer to Realization

His Excellency Governor David Pearey announced during his Speech from the Throne that a legislation to enable the introduction of a National Health Insurance System to provide health insurance to the people of the Territory will be brought before the House next year.

The Governor also disclosed that the team from the University of the West Indies is expected to return to the Territory in January 2010 to commence implementation of the system.

Further, Governor Pearey stated that the Government is fully aware of the exposure of the Territory´s ports to health threats and has already taken steps to lessen such impact. To this end, Government will bring before the House legislation to support the implementation of the International Health Regulations (IHR), 2005.

"In this Third Session, amendments to the Infectious Diseases Notification Act (Cap. 180) will be brought to the House. The revised Act will facilitate action in responding to public health risks and emergencies such as communicable disease epidemics, and will update the list of notifiable diseases."

Also in its effort to remain committed to increasing the standard of healthcare for all Virgin Islanders and visitors to the Territory, Government will review the Private Hospital Ordinance (Cap. 193) to bring it in line with modern practices and relevant international standards.

Meanwhile, the Governor also announced measures to strengthen the social services sector, hence an internal consultation process has been completed and recommendations will be submitted toward a social legislation package on the protection of children and domestic violence.

The Government intends to present legislation on Children (Care and Adoption), Child Justice, Status of Children, and Domestic Violence.

The Governor also stated that a draft Disability policy and legislative brief are expected to be completed soon.

Further public consultations will commence thereafter with an aim to introduce legislation on disabilities and provisions for the disabled.

To NHS Joke.....you seem real angry..perhaps instead of being so negative why don't you come up with some solutions. You write and sound like an educated person use that to your advantage. Just my opinion.

Where will funding for this pie in the sky pipe dream come from? Whether or not employees and employers pay into any new or ammended tax structure will be irrelevant as the costs will be prohibitive and organisations will balk at paying into such a system!

There will be a population explosion as 'free' medical costs, medication for all would cripple the service quality. Already the BVI Government does no BENCHMARKING of any sorts, what about when persons request Freedom of Information TO ASCERTAIN the true costs of the service? The 'white elephant' they can barely fund and has gone well over-budget and scheduled completion date, no news of recruitment of quality Dr's. & RN''s (and I do not mean recent graduates or interns) and administration staff, equipments and on-going estimated maintenace costs either!!! While they are busy wastin gmoney on million dollar ghuts and community centres the ageing population doesn't have a decent care-home to live out their final days in peace, VG/Anegada/Jost don't have any purpose built facilities to treat residents much less visitors in the event they need treatment.

These WANKERS calling themselves politicians are good at two things: Wasting our hard-earned taxes and deceit!

NHIS - This is interesting.

I wonder if the final outcome will be like social security where it is mandatory and both employee and employer will contribute.

Is a new agency going to be established to manage this? (more jobs) or is it going to fall under an existing agency.

What is going to be the initial start up cost? Is this going to be a line item in the 2010 budget? hmmmm

I only hope this is done right as we are not re-inventing the wheel.
