RDA CEO Tight-lipped About Salary

(PLTM) - Chief Executive Officer (CEO) of the Recovery and Development Agency (RDA), Mr. Paul Bayly has refused to make his salary and compensation package public, saying that it is not his place to make this disclosure. This, even as questions continue to be raised by the public as to his remuneration.

Back in September, during a sitting of the House of Assembly (HoA), the Premier was pressed as to the CEO’s salary, but at that time, Premier, the Honourable Dr. D. Orlando Smith had said that his salary was yet to be finalised.

On Tuesday, December 11 during an appearance on a local radio programme, Mr. Bayly was asked about his salary, however, he refused to answer, saying that it was an inappropriate question.

As it relates to his contract and remuneration to date, he admitted, “I have an arrangement with the Board.”

Recently, there were reports that Mr. Bayly is earning a base salary of $350,000 annually. While he was tight-lipped about the figure, when asked about this report that he is earning a base salary of $350,000 annually, he denied this, saying, “No, it’s not.”

Part of Mr. Bayly’s mandate is securing loans for the BVI’s recovery. When asked whether he is receiving incentives for securing these loans, or any sort of commission, the RDA CEO said, “That question is not appropriate.”

Mr. Bayly stated that people need to be compensated for the skills and experience needed to undertake their critical responsibilities.

“You also need to take into account what those people bring. So when you’re attracting people to the BVI to come for a short period of time, they bring their families, they come here and they put their children into school,” he stressed.

He reminded that as CEO, he has to ensure that “every single part of the agency is operating at the highest level.”

Meanwhile, lending his voice to the conversation, Director of Planning at the RDA, Mr. Neil Smith—who previously served as the Financial Secretary—said, “It is not for Paul to answer that question, the employer…the government…that’s not for him.”

He declared that it is up to Government to make this disclosure, saying, “Whoever he has the contract with, that’s their prerogative to answer that question and when to answer that question.”

Mr. Bayly was appointed in July of this year, and he was selected after the shortlisting of 27 applicants, after considerations were made of his experience and skills, the Premier had previously stated.
