Stronger safeguards against conflicts of interest and clearer rules for public officers are among reforms aimed at improving accountability across the BVI public service.
According to a release from the Deputy Governor’s Office, the work has advanced since 2023 alongside the Governor’s Group and Constitutionally Established Departments.
Central to the changes is the Public Service Management Act, 2024, effective 1 January 2025. It combines discipline and performance rules, requires senior officers to declare interests and provides for the Virgin Islands Public Service Learning Institute.
Permanent Secretary Sharleen DaBreo-Lettsome said the aim includes giving residents “greater confidence in how decisions are made and how public resources are managed”.
Other measures include amendments covering service commissions, interests registration, auditing and police regulations, alongside updated Criminal Procedure Rules and an Emergency Disaster Management Fund Policy.
More than 400 officers attended a presentation before the Act took effect, with engagement continuing across departments.
The office also credited more than 2,600 public officers for supporting legislation, policies and operational improvements intended to strengthen transparency, accountability and efficiency.
