The State of the Territory Address delivered by Premier and Minister of Finance Dr Natalio Wheatley has drawn sharp criticism from Opposition Leader Marlon Penn, who argued that it failed to address the daily struggles facing residents and offered little hope for families, young people and small businesses.

Speaking with BVI Platinum News following the address on June 9, Penn said the speech was long on promises but short on practical solutions.

“My immediate reaction is that the Premier’s address fell flat because it failed to connect with the everyday realities facing Virgin Islanders and residents,” Penn stated. “While it was lengthy and wide-ranging, it offered very few practical solutions to the bread-and-butter issues that families are grappling with every day.”

Penn said many residents are being forced to make difficult financial choices as the cost of living continues to climb.

“Many residents are forced to make impossible choices: whether to pay for groceries or daycare, whether to cover the electricity bill or rent, whether to put gas in the car or find a ride to work,” he said.

The Opposition Leader argued that much of what was presented amounted to a rehashing of commitments made during the Virgin Islands Party administration's time in office.

“What we heard tonight was largely a repetition of promises that have been made over the past four years, many of which remain unfulfilled,” Penn said. “Now, with just over a year before a constitutionally due general election, we are being asked to believe that everything will suddenly be delivered in the next 13 months.”

Penn contended that residents need more than promises and rhetoric.

“Our people need hope, but hope must be accompanied by action, accountability, and realistic solutions. Unfortunately, this speech did not provide that.”

He said families, businesses and young people are looking for immediate assistance rather than additional studies, processes and bureaucracy.

“I heard very little that would give struggling families, young people, or small businesses genuine reason for optimism,” Penn stated. “What I heard was more bureaucracy, more processes, and more promises, when what people need is urgent action.”

More $$ Into Hands Of The People

While the Premier highlighted what he described as a strong economy and sound public finances, Penn argued that many residents are not feeling the benefits.

“The Premier continues to paint a glowing picture of the economy, yet many residents are worse off today than they were several years ago,” he said. “Rising prices continue to erode household budgets, and too many families are struggling to make ends meet.”

Penn also questioned the effectiveness of the government's cost-of-living measures, arguing that previous studies suggested many of the approaches being pursued have had little impact on consumer prices.

Instead, he suggested putting more money directly into the hands of residents through measures such as increasing the tax-free threshold, expanding direct assistance programmes, introducing targeted vouchers for vulnerable families and removing barriers that prevent people from accessing support.

“The most effective way to help struggling families is to put more money directly into their hands and allow them to make the best decisions for their households,” Penn said.

The Opposition Leader added,“Families know their needs better than Government does. Government’s role should be to empower people, not to micromanage their household decisions.”
