Reliable water, better roads and direct assistance for struggling families would be among the top priorities under an administration led by Opposition Leader Marlon Penn.
Responding to a question from BVI Platinum News on what his top economic priority would be if he were delivering the State of the Territory Address, Penn said restoring hope and confidence through practical action would come first.
“If I were delivering the State of the Territory Address, my primary focus would have been restoring hope and confidence through a clear plan that addresses the issues people face every day,” he stated.
The National Democratic Party (NDP) leader said reliable access to potable water would be a national priority, arguing that residents should not have to worry about access to a basic necessity.
“First, I would make reliable, potable water a national priority not just in declaration but in action,” he said.
He also identified the state of the Territory’s roads as a major concern, noting that poor road conditions affect public safety, increase transportation costs and create daily frustration for residents.
Penn said he would establish a transparent road maintenance and rehabilitation schedule with clear timelines.
In addition, he called for immediate support for vulnerable families through direct assistance programmes, vouchers and easier access to social services.
He also mentioned the need to review government spending priorities to ensure resources are directed toward the needs of ordinary residents.
“The people of the Virgin Islands do not need more speeches. They need results,” Penn said. “They need a government that understands their struggles, shares their urgency, and is prepared to act decisively to improve their quality of life.”
